FEATURES OF THE FUNCTIONING OF CHANGES OF LOCAL GROUPS OF THE EUROPEAN UNION COUNTRIES

Abstract
In the article the peculiarities of the statutes of local communities in the European Union (for example, Poland, Germany and Italy). Also the author analyzes the place and role of the territorial community statute in the system of legal sources and their characteristics of normative legal acts. Determined possibility of adapting foreign statutory regulation practices in domestic conditions.
