FEATURES OF THE ORGANIZATION OF MONITORING SOCIAL SERVICES AT LOCAL LEVEL

Abstract

The authors review the theoretical and methodological basis for the monitoring of social services at the local level and identify the main disadvantages that complicate the full implementation of such monitoring in Ukraine. They putted a special attention on the important role of the local level in providing citizens with social services of high quality in the context of decentralization. The practical approach to the organization of monitoring is proposed in the article. It assumes the implementation on a systematic basis of following steps of monitoring: the definition of the needs for information, the goals and the objectives of monitoring; the development of a system of indicators and tools; the data collection; the control and data processing; the analysis of monitoring results; the distribution of results. The results of the approbation of separate stages of monitoring of social services carried out in 2015 on the basis of social service centers for families, children and young people by «Academy of Financial Management» and Ptoukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine are given. The monitoring covered 65 centers of Dnipropetrovsk and Zaporizhzhya regions. The information received as a result of this monitoring have been taken into account while the adjustment and approval of the final version of the «Project of the Standard of Service named Social Support for Families (Children) Faced with difficult living conditions». In addition, held monitoring helped to outline the problem area in the activities of social service centers for the family, children and young people of Dnipropetrovsk and Zaporizhzhya regions, which requires the response of the relevant state authorities. This approach is relevant for different purposes of monitoring. Its advantages are: the efficiency, the authenticity, the clarity and the ease of use. The proposed by the authors approach meets the basic requirements for monitoring and can be used in the activities of other organizations that provide social services to population at local level.
