ФІНАНСОВЕ ЗАБЕЗПЕЧЕННЯ ІННОВАЦІЙНОГО ПРОЦЕСУ У СФЕРІ НАЦІОНАЛЬНОЇ БЕЗПЕКИ

Abstract
The paper reviews the peculiarities of elaboration of such financial tools that will stimulate innovation processes in the context of innovation security, competitiveness and technological leadership providing. The issue of innovation process financial support was considered in the researches of many foreign and Ukrainian scholars, but their essence is mainly based on the maximizing financing idea without taking into account modern development trends, as well as providing the appropriate resource base. The aim of the study is to analyze the tools and experience of innovation development financing in the EU and various aspects of its practices (startups, innovation networks financing and mechanisms of state participation), as well as developing elements of the organizational and economic mechanism for their implementation in order to form innovation networks in sectors, that provide Ukraine’s national security, on the example of the space industry. The research is based on the of institutional and technological design methodology of processes in innovation systems, which is aimed at creating an institutional innovation environment, that will support the innovation cycle of high-tech products (processes) and will create a positive image of technological capabilities and prospects of the country. In our opinion, the necessity to move to the institutional and technological design methodology within the framework of scientific discourse and in practical terms is caused by the shifting of the competitive rivalry between states in the sphere of scarce resources control. These resources control allows to form and to maintain an institutional and innovation environment, which allows the country to build on the potential markets with uncertain prospects (innovation high-tech markets), that can affect the national security state. In the study will have done a review of studies of the financial and economic factors that affect the creation and development of small innovative enterprises in the EU. Such factors as the network of contacts, policy on priority research and the technological level of their results, as well as the experience of the innovation banks development, were analyzed. Based on the analysis of a number of the world practice of innovation policy cases, the main groups of financial and economic stimulation of innovation activity have been formed. The components of the organizational and economic mechanism for stimulating the development of sectors that provide national security, and the corresponding principles for its construction, were proposed. It was concluded, that there is a necessity for integrated (systematic) application of different financial tools, since they are effective for different participants and different stages of innovation process (in particular in the case of innovative networks and clusters), which is often not taken into account in domestic policy making realities. It was underlined the mandatory existence of a network of venture capital funds (and hence the conditions for their activities) as a factor of the national innovation system success. The methodical approach to the assessment of technology transfer channels and the scheme of innovations system functioning aimed at solving the problems of national security have been developed. We have also analyzed the measures of financial support for network innovation activities of small and medium enterprises that implement research projects in the space industry. The role of the tax system stimulating role increasing and new innovation products demand creating through the maximum focus on innovation products public procurement were noted.
