Fiscal Transparency and Good Governance: Impact of Public Leadership Behaviors of the Pasay City Government

Abstract
This study established the impact of public leadership behaviors on fiscal transparency and good governance of the Pasay City Government. This is anchored by descriptive method of research with the questionnaire as the major data- gathering tool. The respondents of the study composed of 150 rank-and-file and 80 middle-level management employees of the Pasay City Government. The following statistical technique were used to analyze the gathered data from questionnaires; Frequency and percentage, weighted mean, t-test and Person-r. Findings of the study revealed a positive and significant relationship between public leadership behaviors and good fiscal transparency and good governance practices. Ethical leadership behaviors have the most significant effect on good fiscal transparency and good governance practices; while political loyalty leadership behaviors have least impact. This suggests that the local officials should create and maintain a culture that upholds honest and ethical behaviors by verbally promoting ethical environment and relentlessly ;walking the talk , making ethical behavior part of LGU's agenda. Moreover, local officials should engage in reflective practice on how they can effectively strike a balance in their leadership behaviors when supporting employees in dealing with issues airing from accountability, lawfulness, ethics, political loyalty, and network governance.
