FLEXIBLE AND NON-STANDARD FORMS OF EMPLOYMENT: SOCIAL BENEFITS AND RISKS

Abstract

Purpose. The goal of this article is to study the modern aspects of implementation and analysis use of separate flexible and innovative forms of employment at the current stage of development of innovative economy, and justification priorities of employment management concerning stimulation benefits and minimizing social risks. Methodology of research. During the research used general scientific and special methods: logical and comparative analysis (to determine the nature of the concept of "flexible employment", "nonstandard employment"); system analysis method (for a holistic view of the system of employment); statistical and economic analysis method (to handle an array of statistical and of empirical data to analyze and evaluate a flexible and non-standard employment), sociological methods. Findings. During the research found that for innovation economy is adequate fundamentally new type of employment - flexible, dynamic and efficient providing constant updating of content, structure, types and forms. It was found that non-standard forms of employment are more competitive a consequence of their flexibility and adaptability. Today, the fastest growing leasing, outsourcing, outstaffing of staff, remote and temporary employment as a non-standard forms of employment that provides using political, legislative, regulatory instruments in the mechanism social and labor relations employment. The research proved that flexible and non-standard forms of employment can be considered as form of adapting to the instability of state economy. It was found that the spread of precarious employment practices represents a threat to the of workers, for the parties to the social dialogue (trade unions, employers, state) and society as a whole.Therefore, the introduction of new forms of employment should be based on the principles established by the International Labour Organization Originality The ways of improving the use of flexible forms of employment it was defined, priorities of management non-standard employment concerning stimulate benefits and minimizing social risks has been substantiated. Practical value of the study results lies in the ability to use their application to study, identify and develop the basic principles of state regulation of nonstandard employment; in practice of activity of the State Service employment in the development of measures to reduce tension in the labor market; in activities social institutions in the preparation of social plans and programs.
