PRINCIPLES, DIRECTIONS OF REALIZATION AND PURPOSE OF PUBLIC POLICY OF PROVIDING OF SOCIAL DEVELOPMENT

Abstract
Purpose. A ground of theoretical and methodological positions in relation to principles, directions of realization and aims of public policy of providing of social development which will enable to produce the clear and transparent system of forming of the developed stable public policy of providing of social development. Methodology of research. In basis of researches works are fixed both scientific (analysis, supervision) and special, methods of cognition. The methods of analysis and supervision are used for research of principles, directions of realization of public policy of providing of social development. The methods of cognition are used for the ground of aims of public policy of providing of social development. Findings. It is marked that principles of public policy of providing of social development enable to produce the clear and transparent system of forming of the developed stable public policy of providing of social development. The aims of public policy of providing of social development on the modern stage include new accents, caused not only tendencies but also democratization and development of civil society. Directions of realization of public policy of providing of social development are incarnated on different levels, that touches both development and embodiment identically. It was proved that the three levels of social policy of the state (national, regional, local) must be in constant interaction, interconnected and form an inseparable unity. Originality consists in the ground of position in relation to that without regard to the different levels of priority of decision of social questions, at making of priority directions of social policy it is important to provide optimum combination of economic and social policy of all levels: national, regional, local, that will enable to produce the clear and transparent system of forming of the developed stable public policy of providing of social development. Practical value. Research results can be the systems of social sphere offered for modernization on the development of economy and will be instrumental in making of the clear and transparent system of forming of the developed stable public policy of providing of social development.
