FOREIGN EXPERIENCE IN ADMINISTRATIVE MANAGEMENT OF HEALTH CARE

Abstract
The research of systems of health care in those countries with the best indicators of high average life expectancy is completed. An analysis of the management system in the health care of the countries of the world suggests that in most two or three levels the system, in the case of a two-tier system of governance, is: first level management: central or federal government, and second level, local level; the three-level management system includes central, regional, local level. Japan’s healthcare sector is administered at four levels: government, prefectural, health centers and local city and rural authorities. It is stated that the general signs of management systems in the field of health are: significant decentralization of management; providing broad powers in this area to local authorities.
