Foreign Experience of Governmental Loans / Зарубіжний досвід державного кредитування

Abstract
The article researches financial and legal regulation of relations which arise during governmental loans in foreign countries. The main proposals to the peculiarities of governmental loans for the construction of accommodation, obtaining of higher education, and support of agricultural sector in the developed countries have been presented. Ukraine has repeatedly declared about its direction towards a developed European country. This desire should be supported by the study of international experience and understanding of modern trends for introduction of successful mechanisms in its own practice. To support important specialties which are important for the governmental policy and to ensure a stable economic development many foreign countries introduced the system of financial support for high school graduates and students from the governments, universities, charity funds etc. The, so called, money saving technology for construction is considered to be the cheapest technology for financing construction of accommodation in the world. It is common in Germany, France and implemented in some Eastern European countries such as Poland, Hungary and Slovakia. Most developed countries spend significant financial resources for governmental loans of agricultural sector because it is one of the priorities in the economic policy of the state and is a necessary condition of agricultural market policy. International experience proves that developed countries provide significant governmental loans of agricultural sector. Great Britain, Germany, France, Italy and Belgium are the countries with the biggest share of borrowed costs in agricultural capital. Agricultural policy of the state should be aimed, on the one hand, at restoring production technological potential of agricultural complex based on the modern technologies, on the other hand, at ensuring stability of agriculture. Ukraine should actively use achievements of foreign countries, actively implement best practices of governmental loans. Relations arising out of governmental loans are budgetary because provision of a loan or payment of rates under banking loans can be carried out from the government funds in accordance with the norms stipulated by the relevant legislation.
