FOREIGN PRACTICE OF MATERIAL AND TECHNICAL SUPPORT OF AGRICULTURAL COMMODITY PRODUCERS

Abstract
Purpose. The aim of the article is an analysis of foreign practice of state support of agriculture, allocation and evaluation of effective methods of state influence; determine problem areas of modern agricultural support in Ukraine and the possibility of their removal on the basis of the analyzed methods. Methodology of research. The following research methods were used during the study: economic and statistical, monographic, systematization – in determining the disparity in funding various sectors of agriculture in Ukraine and in the substantiation of necessity for state support of agriculture; dialectical method, generalization, tabular analysis – in determining the effectiveness of preferential taxation and in communicating the importance of secondary market of equipment for the reproduction process. Findings. The necessity of state support of agriculture has been substantiated; disparity in funding various sectors of agriculture Ukraine has been determined; the methods of state support on the example of France, Germany and the United States have been studied; forms of state support according to the WTO classification were reviewed and grouped; the efficiency of preferential taxation as an indirect method of state support was analyzed; importance of secondary market of equipment for the reproduction process has been proved. Originality. Proposals for using indirect methods of state regulation to support agricultural producers were contributed in order to create a favorable economic environment. It was proposed to use foreign experience of state regulation of the secondary market of equipment to implement partial reproduction in terms of limited opportunities. Practical value. The results obtained in the study will contribute to the development of innovative and investment ensuring of agricultural production. These results can be used in agriculture.
