FORMATION OF PUBLIC FINANCIAL RESERVES IN THE RETROSPECT OF ECONOMIC DEVELOPMENT

Abstract
The article deals with the issues of financial theory, related to the historical development of the economic definition of «financial reserves». The stages of retrospective development are systematized and the peculiarities of formation of state financial reserves are determined. As a result of the research, it was established that the historical development of this definition was started in ancient Rome and was updated at the present stage. It has been established that the effective use of public financial reserves requires an assessment of the long-term prospects of the impact of this instrument on the economic system and coordinates the use of public financial reserves with the priorities of state policy.
