FORMATION OF TARIFFS FOR SERVICES MAINTENANCE OF HOUSES AND ADJACENT TERRITORIES CONDOMINIUMS

Abstract
Introduction. Association of co-owners of multi-apartment buildings is a relatively new organizational and legal form, the emergence of which is associated with issues of ownership, management and maintenance of housing. The issues of their activities have been repeatedly raised in a number of legal and economic articles, but they mainly focused on the economic and legal aspects of the creation and functioning of association of co-owners of multi-apartment buildings, and not the applied nature of determining the tariff for the maintenance of houses and adjoining areas, which is now more relevant. Methods. The research is based on the use of methods of analysis, generalization and grouping. The method of graphical representation is used when performing calculations of tariff components. The definition of the preconditions and the main stages of legislative regulation of processes for the creation and operation of ACMBs in Ukraine was carried out using the historical and comparative method. Results. The economic content and the main stages of legislative regulation of processes of creation and functioning of ACMBs in Ukraine are determined. A list of services for the maintenance of buildings, structures and adjacent territories, which form a tariff sufficient to cover certain types of expenses, is presented. The mechanism of formation of the tariff for services for the maintenance of houses and adjoining areas for one square meter of the area, taking into account its purpose, has been developed. The approbation of the submitted methodology is carried out on the actual materials of ACMBs of the “Ivushka-2” (Kropyvnytskyi). The advantage of this article is to determine the tariff, taking into account legislative and regulatory requirements, technical and operational conditions and real needs of apartment owners to maintain and improve housing stock. Discussion. Prospects for further research are the development of the tariff formation procedure taking into accounts the additional needs of the inhabitants, the engineering features of the houses and the presentation of the algorithm for the implementation of control measures to confirm the validity of the established tariffs.
