Formation of the prettex institute at the regional level: european management experience

Abstract
The article reveals the theoretical principles of the development of the Prefect Institute at the regional level in the context of European management experience under the current conditions of reforming the system of public administration in Ukraine. The theoretical aspects of management of the subject of local development in countries with different levels of market relations are researched. The choice of the European direction of development and the departure from the dogmas of the post-Soviet period requires the emergence of an independent model of state governance from independent Ukraine, which causes the change of both its existing institutions and the creation of new ones. The formation of the newest institution for the prefect in Ukraine is precisely due to the ongoing reform of local self-government and territorial organization of power in Ukraine. Scientific novelty. It consists in clarifying the essence of the basic concepts of the study, in particular, the «institution of state representation», «prefect», «territorial administration» and the comparative study of aspects of the formation of the institution of state representation at the regional and local levels in France, Italy, Germany, Spain, Romania and Poland. The paper reveals the functions and peculiarities of the organization of prefect activity in European countries and analyzes the functions and powers of local state administrations. The prerequisites for the introduction of an effective Prefect Institute in Ukraine are explored. Conclusions. The study shows that the management of European territories in countries with different development of market relations was carried out both with increased centralization and with a fairly noticeable decentralization of public authority; the consideration of European experience in the organization of the prefect's activity shows the tendency to weaken its role of direct influence on local self-government, with the abandonment of functions of control over observance of legality. Modification of the institute of state representation at the regional and local levels (Prefect Institute) in countries with different levels of development of market relations, and to a certain extent, even from the nineteenth century to the present conditions, it has proved that an effective institute (management mechanism) - prefecture. Using this effective institute, there is a well-developed and effective system of management of territories, which is constantly upheld in the conditions of social changes and improving the quality of life of the European population.
