FORMS OF STATE SUPPORT FOR ASSOCIATION OF TERRITORIAL COMMUNITIES

Abstract
The article is devoted to determining the forms of state support for the association of territorial communities and highlighting the significance of each of these forms. The author analyzed the following forms of state support for the association of territorial communities, such as informational and educational, organizational, methodical and financial; the essence and meaning of the indicated forms of state support are disclosed. The author substantiates the conclusion that the significance of various forms of state support is expressed in the following: firstly, due to information and educational support of the residents of the relevant community, other subjects of the municipal legal relations receive information on the methods and procedure of association (joining) of the territorial communities; secondly, organizational support provides the opportunity to identify who and in what form can initiate the process of association, which territorial communities are distributed by the association, which conditions and procedure of association, etc.; thirdly, methodological assistance ensures the unity of the process of association, in particular, creates the preconditions for the existence of uniform forms of documents that are developed, adopted and approved at the time of association (association) of territorial communities, provided process of combining features of planning and consistency, etc.; fourthly, financial support can cover the development of regional infrastructure: medicine and education; capital construction of facilities, including educational and medical infrastructure; construction of sports infrastructure objects; construction, reconstruction, repair and maintenance of public roads of local importance, etc. The author finds that the tendency of recent years is that, in addition to the forms of state support established by national legislation, international institutions that promote the implementation of reforms in Ukraine are emerging. The main international organizations that provide financial support to Ukraine are described, directions of their activity in the relevant field are defined.
