FUNCTIONAL PLANNING IN SEAPORT AND HARBOUR AREAS IN THE LIGHT OF NEW ORGANISATIONAL AND LEGAL SOLUTIONS

Abstract
The paper defines in short the objectives of functional planning in port and harbour areas, and discusses the basic rights and achievements of maritime administration in functional planning in administered by it port and coastal areas.The new economical situation, which influences the functioning and development of ports, causes that many existing functional plans will have to be verified. It is also necessary to ensure that the maritime administration will participate in the changing legal system connected with functional and regional planning.
