Фундаментальные факторы функционирования и развития национальных инновационных систем в странах ЕС и в Грузии

Abstract
Fundamental factors of innovation economy formation and functioning are formulated in the article. The necessity of conducting a purposeful state policy for strict antimonopoly regulation is substantiated, as well as significant improvement of science financing, education system of Georgia and innovation infrastructure. The sources, forms and characteristics of innovation activity financial support are determined depending on the economic levels – micro- (single enterprise) and macro. A brief analysis of European countries’ experience in the use of financial instruments for the development of national innovation systems (NIS) is given. The advantages of the Northern European socio-economic model are shown.
