GENESIS OF THE DEVELOPMENT OF THE INTERNATIONAL LAWS ON COUNTERDRUG ACTIVITIES

Abstract
This article is dedicated to the analysis of the process of formation and development of the international laws on prevention of the illicit traffic in narcotic drugs, psychotropic substances, their analogues and precursors, incidence of drug addictions and abuses as well as peculiarities of the international collaboration in the said field. The emphasis is placed on the following fact. Despite all the efforts made to regulate matters of prevention of the illicit cross-border traffic in narcotic drugs, psychotropic substances, their analogies and precursors, elaboration of mechanisms for a global control of the traffic in narcotic drugs, psychotropic substances, their analogues and precursors, which is aimed at restricting the access to narcotic, psychotropic substances, their analogues and precursors, the problems of their illicit traffic, spread of drug addictions and abuses have not been duly settled yet. It is mentioned that the Ukrainian policy for prevention of the cross-border illicit traffic in narcotic drugs, psychotropic substances, their analogues and precursors stipulates a series of Conventions and international commitments to be adhered to: Ukraine ratified counter-narcotics UN Conventions so to create an environment for a set reliable and legal barrier for preventing the illicit cross-border traffic in narcotic drugs, psychotropic substances, their analogues and precursors It is proved that the course formed by Ukraine for fighting with drug addictions and preventing the illicit traffic in narcotic drugs, psychotropic substances, their analogues and precursors is a two-factor phenomenon as it has two levels: international and domestic. Basing on the theoretical and practical studies of the legal and regulatory framework and scientific researches of domestic scientists, it is concluded that the level of efficiency in implementing the international mechanisms of collaboration in the matter of the illicit traffic in narcotic drugs, psychotropic substances, their analogues and precursors depends on completeness and comprehensiveness of a scientific analysis of the said problem.
