Gevşek Yapılı Sistemler Olarak İlköğretim Okullarında Karar Verme, Liderlik ve Çatışma: Nitel Bir Araştırma

Abstract
Okullar, insanların yoğun olarak giriş-çıkış yaptıkları değişken ve sorunlu sosyal kurumlardır. İlişkilerin kontrolünü mekanik kurallarla yönetmek ve amaçları kestirmek her zaman mümkün olmayabilir. Bu nedenle, günümüzde daha özerk yapılı okulların gerekliliği hissedilir olmuştur. Bu bağlamda, örgütlerde ortak ve önemli üç kavramın karar verme, liderlik ve çatışma olduğu düşünülmektedir. Bu kavramlar okul için gerekli olan özerkliğin inşaasında ayrı bir katkı gücüne sahiptir. Bu çalışma, söz konusu gücü okulun yönetim yapısına katmak üzere yeniden yorumlanma gerekliliğinden doğmuştur. Çalışmanın yönteminde “Weick’in Gevşek Yapılı Sistemler Teorisi”nin bu kavramları okul için yeniden yorumlamada bir temel olabileceği anlayışı vardır. Araştırmanın yönteminde yarı yapılandırılmış görüşme tekniği kullanılmıştır. Bu amaçla Malatya ve Sivas illerinde 6 ilköğretim okulunda 24 öğretmen ile görüşme yapılmıştır. Çalışmada karar verme, liderlik ve çatışma kavramlarının okulların iş ve işleyişlerinde özerk bir yapıyı gerekli kıldığı sonucuna ulaşılmıştır.
