Governability in Central and Eastern European Democracies

Abstract

The paper addresses the importance of governability in the functioning of democratic regimes across Central and Eastern Europe. The political transformations that were initiated in this part of the continent after 1989 raised a debate on best governance approaches and practices. A number of researchers emphasize that deficiencies of governance, related primarily to legitimacy and effectiveness, are among the key reasons why some democratic regimes collapse or experience major crises. Once it is allowed that governability is concerned with the procedures and mechanisms for the processing of individual political choices into desirable political strategies and agendas to be effectively implemented by institutions of the state, one can better understand the dilemmas of political transformation trajectory that have been notorious in this part of the continent for more than a quarter of a century. The author uses evidence derived from the experiences of Central and Eastern European states to support the proposition that governability is in transition countries a variable determining their ability to consolidate the democratic regime.
