Governance and the Development of Tourism in the Conditions of a Clash of Powers and “Actors” at a Local Level

Abstract
Purpose. The article addresses the issue of cooperation between the authorities, on the one hand and tourist entrepreneurs as well as non-profit organizations on the other in the development of tourism. The aim of the article is to present the factors determining the participation and activity of tourist entrepreneurs in local governance.
