Harbour Dues in Ukraine: a Search of an Optimum Model of Competition Tariff Policy

Abstract
In the article, possible ways of the improvement of state policy of Ukraine in the sphere of levy of harbour dues are considered. In historical development, the established concepts of formation and purpose of harbour dues, involvements of the state in the development of infrastructure of ports are researched. The analysis of the current legislation, practice of levy of harbour dues in Ukraine and abroad gave the chance to be convinced of the need of introduction of amendments into the order of the Ministry of infrastructure of Ukraine of 27.05.2013 No. 316 «About Harbour Dues» for the purpose of an implementation of more competitive tariff policy and an increase in goods traffic in domestic ports
