Deregulation of Economic Activity: Risks in the Field of Mediation in Employment of Seafarers Abroad

Abstract
The article deals with the topical problematic issues of economic activity on mediation in employment abroad as a potential object of deregulation and simplification of the business environment in Ukraine at the legislative level, particulary in the context of optimization of procedures for administrative regulation of economic activity. The author examines the current situation of mediation in employment of seafarers abroad, researches trends in regulation of the related economic activity by analyzing the provisions of the relevant international and national laws and regulations as well as experiences around the world. The criteria for assessing the risk of mediation in employment abroad, and feasibility of the deregulation in the field of mediation in employment abroad in the maritime sector are also considered in the article. The author draws attention to the need on the current stage of development of the Ukrainian statehood for an effective mechanism for regulating the mediation in employment of seafarers abroad, as well as the lack of alternative levers of control in this area.
