HISTOIRE DE LA GOUVERNANCE DE L’EAU (DEUXIEME PARTIE)

Abstract
Face l’ambivalence de l’eau, l’attitude de l’humanit a procd de deux actions antagonistes. D’une part, la soumission par impuissance aux conditions hydrauliques existantes. D’autres parts, les modifications apportes au milieu naturel de plus en plus domestiqu et anthropis outrance. Dans les deux cas, les consquences socio-conomique et cologique se sont avres ngatives. Trop souvent ces stratgies de gouvernance de l’eau ont t labores en ngligeant leurs impacts hydrauliques, provoquant une chane de bouleversements et de dsquilibres. L’irrigation se prsente tel un mdicament, mal dose, elle devient un poison. Ces nouveaux problmes suscitent la ncessit de se rfrer la totalit du cycle de l’eau en tant que continuum, tenant compte de l’ensemble des quilibres. Un tel systme est certes complexe analyser mais l’esprit humain prend de plus en conscience et invente les moyens pour une vision d’ensemble afin d’apporter des solutions salutaires.
