HISTORICAL AND LEGAL SIGNIFICANCE OF CATHERINE II «PROJECT ON THE PRISONS CHARTER» OF 1787

Abstract
The article studies the state of prison facilities in the Russian Empire in the late XVIIІ – early XVIII century, when imprisonment as punishment began to play a more significant role than in previous times. During that time there was significant differences between the need for prison reform and prison existing legislation. In today’s conditions, when the penitentiary reform in Ukraine is not only necessary, but vital, progressive achievements in reforming legislation in the period of Catherine II ruling and their followers should be carefully studied, because they contain those principles which formed the basis of modern penitentiary science.
