Abstract
The article studies the historical and theoretical conceptualization of the philosophical and legal liability measurement principle. Special attention is paid to the fact that the existing theoretical and methodological framework is the basis for the study of the concept of responsibility in the system of ethical and legal factors of the national police force. On the basis of the available material on the subject is detected and formed direction for further development of the foundations of the responsibility of the national police, improve their performance, taking into account ethical and legal requirements that will certainly raise the level of service
