HR Excellence in Research as an attribute of scientific institutions’ competitiveness

Abstract

What plays a major role in the process of building the competitiveness of an organization is not just the ability to adapt to the changing conditions in the environment, but also acquiring characteristics distinguishing it, which make it possible to keep, or improve its position on the market. What may be such a handicap for a scientific unit is the HR Excellence in Research (HRE) logo, which is awarded by the European Commission under the strategy “Human Resources Strategy for Researchers” (HRS4R). It is awarded to scientific institutions, which implement the rules of the „European Charter for Researchers” and the „Code of Conduct for the Recruitment of Researchers”, and thanks to this create a friendly work environment and opportunities for development. In 2015 Central Mining Institute (GIG) took steps aimed at getting the HR Excellence in Research logo, which is supposed to boost the attractiveness of the institute for scientists and contribute to further development of science and achieving a better position on the market. In the article the results of an internal analysis, which includes research on the opinions of scientific and research employees of GIG concerning the existing practices and rules governing research at the institute, are discussed. As a result of the research a Report together with an Action Plan were drawn up. They are supposed to support the creation of a friendly environment for scientific work and transparent rules for recruiting scientific employees. Also, the article highlights the most important challenges which the institute has to face in order to fully implement the guidelines of HRE, which stimulate economic and personal development.
