HUMAN RESOURCES IN THE FUNCTION OF SOCIO – ECONOMIC DEVELOPMENT 

Abstract

People are the foundation on which the economy builds and develops, therefore it is necessary to develop their knowledge, skills and competencies and raise them to a higher intellectual level. Human resources management is performed on an individual level (by raising the level of human knowledge, skills and competences) and organizational level (by raising the level of organizational knowledge through the collaboration of employees). The paper presents an individual approach to managing human resources by raising their professional and emotional intelligence, and organizational approach by encouraging the collaborative climate among employees and also the application of network technologies. Through the application of the VAICTM method, the results of intellectual capital efficiency of the Croatian economy in the year period from 2003 to 2009 are presented in the paper.
