ILINGUAL COMMUNICATIVE COMPETENCE, WAYS AND METHODS OF ITS FORMATION

Abstract

Summary The article reflects bilingualism as a multidimensional phenomenon of multicultural education. The system of ethnic programmes of European countries is taken as the basis. Much attention is devoted to the behaviour of the bilingual person in the social environment. The specificity of formation of the language skills in conditions of the bilingual dominance are reviewed. Different facets of bilingualism and the related legal regulatory framework are analyzed as the main factors of influence.The relevance of the lexical basis in the formation of cognitive activity as well as its development in the process of thinking is proved to be rather essential. The definition of the term of bilingualism presented in the article is based on the experience of many scientists. Many scholars question the fact of the second language possession; and there is no unanimous opinion as to the level of the second language competence a bilingual should have to be called a bilingual. A number of disciplines like linguistics, sociology, philosophy, psychology, phonetics, speech therapy and many others are looking at the bilingual influence and its contribution for the life of society from their own point of view. The psychological formation of two languages in one mind is shown as a new factor in modern society. Combining the cultural peculiarities of different languages with the traditions of national customs raises a great deal of nuances with which the educational process must deliberately cope. The achievements of previous generations allow us to continue to think over the problem and find new solutions. The research states inborn ability of people to be capable of forming linguistic structures from the early age. A sharp increase in the migration of people has led to the popularity and the need for ethnic-cultural education. The goal of education remains the same – to provide easy and productive learning, indicating the path to preserving the national identity of the smallest nation and its language, which is the task of multicultural education.
