IMITATION MODELING OF THE EFFICIENCY OF STATE REGULATION OF DEVELOPMENT OF SMALL ENTERPRISE OF UKRAINE

Abstract
In the conditions of the financial crisis and the constant fluctuation of the hryvnia exchange rate, crediting is of particular relevance for small businesses, therefore, a significant role is given to the state banks of Ukraine. The article considers the state banks of Ukraine and their place in the banking system of Ukraine in terms of assets. The conditions for lending by state-owned banks of Ukraine to small businesses are investigated. Analyzed the problems constraining the development of small business, as well as the direction of their solution in accordance with the provisions of the "Strategy for the development of small and medium enterprises until 2020". The set of factors constraining the development of small business in Ukraine was determined according to their own estimates of the subjects of 2016. Using simulation modeling, the factors are investigated and the feasibility of reducing the annual loan rate for small business is proved. It has been proposed to provide concessional loans for entities with an annual rate of not more than 5% or to additionally develop a mechanism to compensate for losses from interest repayment for using credit funds.
