Impediments to the effectiveness implementation public service reform in Ukraine

Abstract
In the article considered the actual problems faced by the institute of State Service of Ukraine on the aggravation of social, economic and political crisis. Emphasizes such problems as negative balance of trust from society, poor communication shortage of quality staff, poor quality of administrative services, the low level of moral and ethical consciousness of public servants and lack of balance of centralization and decentralization of public administration. Emphasizes the need for transformation of the social role of the public service and its establishment as a service structure. The main task of civil service reform in Ukraine recognized establishing sustainable balance of centralization and decentralization of power, the creation of an effective mechanism of checks abuse of power as a prerequisite for ensuring democracy, effectiveness of implementation of public administration.
