IMPLEMENTATION OF ADMINISTRATIVE SERVICES BY THE CENTER OF ADMINISTRATIVE SERVICES MYKOLAYIV CITY COUNCIL

Abstract
The article is focused on the services which are provided by the Centre. Deregulation and decentralization processes means that the functions of public authorities are transferred to local authorities. There was a list of administrative services, approved by the Mykolayiv City Council, by the 2015. But a year ago the Center starts provision of new services. So, we can see that in statistics of administrative services 2015. Decentralization reform governed providing administrative services, such as property and business registration, registration of residence, land services and others. The article defines the mechanisms for implementation of these func-tions, as well as identified the main problems that have arisen in the transmission functions, and finds ways to improve the quality of work. The subject of research is the implementation of the services by the Center of administrative services Mykolayiv City Council, the ways to improve the quality of service in the light of the expansion of the range of administrative services. The aim of this work is to study the practice of the Center of administrative services in terms of deregulation and decentralization of power, the definition of the Centre’s work possibilities and prospects. Scientific novelty of the results due to the fact that this study is an attempt a comprehensive analysis of the current state of im-plementation of the administrative services in the city of Mykolayiv, problems and ways to improve the system of administrative ser-vices that implements by the Center. It is determined that the current state of administrative services at the local level will depend on the level of financial provisions, as well as organizational measures, the timely approval of the new structures, the adoption and implementation of the transferred services to local governments from the state authorities.
