CHORNOMORSKA ASSOCIATIONS OF TERRITORIAL COMMUNITIES MYKOLAIV REGION UNDER DECENTRALIZATION

Abstract
In this paper the procedure union Chornomorska village of Rivne and rural communities and the creation Chor-nomorska on the basis of a united local community Ochakiv district Mykolaiv region. Analyzed the regulatory framework of institutional support for reform of the territorial organization of power in Ukraine on the basis of de-centralization. Determined that the motivating argument for the association - was the Chornomorska OTG financial capability, the ability to solve the problem of secondary and primary education, medical and community services that address all the issues that urgently on the agenda of the community.
