FOREIGN EXPERIENCE IN THE IMPLEMENTATION OF PUBLIC CONTROL IN THE PROVISION OF MANAGEMENT SERVICES

Abstract
One of the priority tasks of the state is to create conditions for the full development of civil society. As a system that develops, civil society always feel the influence of the government. In turn, the state can not develop without the free development of civil socie-ty, which in turn controls the operation of political power. Improving public-administrative activity is impossible without the full and proper analysis of the factors affecting it. Control is one of the factors instrumental democratic state. As you know, there are two types of control in the system of state-society relations – state and public control. Social control – one of the forms of social control exercised by the citizens’ associations and directly by the citizens themselves. This article will focus on the features of the introduc-tion of foreign experience in the implementation of public control over the provision of management services. It is noted that the leg-islation of foreign countries focuses on the forms and methods of appropriate controls, some of which might well have been bor-rowed and Ukraine. Emphasis is placed on the use of social monitoring capabilities of local authorities’ activities, including and from community organizations, Surveillance of possible contacts of officials of local governments to individuals during the execution of the powers, the maximum media coverage of performance, error logging officials of these bodies, their deliberate and accidental violations of existing rules and their consequences, promoting positive action officials and officers of these bodies, reporting, on-line for traffic control affairs, to consider applications of persons, and so on.
