ANALYSIS OF THE ROLE OF THE PRESIDENT OF UKRAINE IN THE MODERN SYSTEM OF PUBLIC ADMINISTRATION

Abstract
This article is devoted to the role of President of Ukraine in modern public administration. In particular, the article provided a general description of the presidency in Ukraine. The status of head of state and his role in governance. The approaches to the classification of office of the President of Ukraine, which are enshrined in the Constitution of Ukraine. Made a brief overview of staffing, interim and control powers assigned to the President of Ukraine in accordance with the provisions of the Constitution of Ukraine. In addition, the article made a brief analysis of the President's decree as one of the best means of rapid response in the state of the processes that occur when a variety of social, economic, political situations. Based on the analyzed authority of the President of Ukraine in the article expressed supplies actual position on the President to the executive branch, providing the appropriate justification of this position. By analyzing existing regulations in article defines how to interact President of Ukraine with the Cabinet of Ministers of Ukraine and Verkhovna Rada of Ukraine on personnel matters and on the organization of state power in Ukraine. Also in the article the common features of functions assigned to the President of Ukraine and Verkhovna Rada of Ukraine according to the norms of current legislation of Ukraine. At the end of the article the author defines some of the problems that exist today in the legal regulation of the President of Ukraine and possible ways to overcome them.
