PUBLIC PARTICIPATION IN THE PROCESSES OF SPATIAL PLANNING AND DEVELOPMENT

Abstract
Formation of and compliance with the democratic system in the state assumes and requires greater participation of citizens in decision-making. The activities of the state, public authorities at various levels, can not be effective, and count on the support of citi-zens without their approval and understanding. That is why, today, increasing the level of public participation in addressing the pressing issues at the state and local level. However, the process of regulatory consolidation of basic forms and methods of public participation in addressing management issues is fairly slow, leaving some forms of cooperation without proper regulation. Despite these circumstances, the citizens still have some opportunities to influence decision-making and management processes to control their implementation. Using participatory mechanisms citizens have the opportunity to have their needs and wants, as well as control the process of fulfillment of promises by the authorities and officials. The article analyzes the main theoretical approaches to the un-derstanding of the concept of «civic participation» among domestic and foreign researchers. To characterize the basic levels and forms of public involvement, the practical application of which will allow to observe the dynamics of management processes and take into account the public interest in the management of the development of the region or country. Noting the importance of the analysis of public participation in order to make effective management decisions at the local level. The main legal acts regulating the issues of public participation. We analyzed the main problems that arise during the participation of citizens in solving management prob-lems. The main directions of development of public participation at the state and local level in terms of improving the existing regu-latory framework, in order to establish close and effective cooperation between the public and public authorities and local self-government.
