INSTITUTIONAL ASPECT OF LOBBYING IN THE PROCESS OF IMPLEMENTING OF FAMILY POLICY

Abstract
The article is dedicated to the peculiarities of functioning of objects of lobbying influence, which are the institutional component of civil lobbying. It was determined, that such objects of lobbying are Parliament of Ukraine, President of Ukraine and his Admin-istration, Cabinet of Ministers of Ukraine and other bodies of executive power and members of these bodies. Thus, depending on its object, lobbying is divided into legislative, executive, judicial, regional, local and municipal. Such classification of institutional com-ponent of lobbying has not only scientific and theoretical, but also practical importance as it not only characterizes the objects of lobbying, but also determines the tendencies of their development, influences dynamics of development of society in general and fam-ily policy in particular. The author of the article has defined that core objects of lobbying influence in the field of family policy are: on the parliament level – parliament Committee on Family, Youth Policy, Sport and Tourism; on the Governmental level – Ministry of Youth and Sport of Ukraine and correspondent regional and local bodies of executive power. Thanks to their help, complex measures aimed at pre-serving traditional family values, strengthening of motivation for marriage registration, conscious child birth and child upbringing, increasing social security of the families, which found themselves in difficult life situations, have been elaborated and are being im-plemented. Along with it, it’s worth saying, that the state lacks coordinating body that would implement the state family policy. Transferring authorities in forming and implementing of family policy to Ministry of Social Politics of Ukraine in 2010-2011 has resulted in unifi-cation of family policy and social one – thus in the practices and in legal documents the «state family policy» term has been aban-doned. Scientific research has shown that civil lobbyists put pressure mostly on the government rather than on the parliament, as the procedure of executive decisions adoption is much simpler – governmental decision comes into effect just after signing, thus is con-sidered to be more efficient and fast. People are used to thinking that lobbying deals with central bodies of state power only, but huge amount of interests, defended by lobbyists, concerns mostly regional (lobbying influence on power bodies of regional level), local (lobbying of the issues in competen-cy of regional state administrations, regional bureau of central bodies of state power etc.) and municipal level (lobbying on the level of village, town, regional in the town councils and their executive committees). The last of the mentioned types of lobbying – the municipal one – is performed via pressure on the law-makers on the level of «grass roots», e. i. «from below» with the help of mass influence campaigns. It’s worth remembering, that on this very level the bod-ies of state self-governance, regional bodies of power have to be constantly cooperating with the local public, which is represented by civil lobbyists. As they are fighting not for private business-interests, but for social values – interests of the citizen of cities, towns, villages etc. Suggested classification of institutional component of lobbying draws legislative interests of the objects of influence to the en-quiries of the public, forming thus state family policy.
