STARTING CONDITIONS AND CAUSES OF THE TRANSFORMATION OF THE SYSTEM OF LOCAL BODIES OF STATE POWER OF THE REPUBLIC OF POLAND

Abstract
The article is devoted to the starting conditions, the causes, characteristics, stages and features of decentralization as part of the enforcement system of the process of transformation of state power of the Republic of Poland. The object of research is the process of evolution of the system of local government bodies of the Republic of Poland. The subject of research are theoretical and methodological aspects of the transformation of the public authorities. The study analyzed the author of the article: Features of the starting conditions for the functioning of the system of local govern-ment bodies of the Republic of Poland before the transformation period, the reasons of transformation of the system of local govern-ment, described the characteristics of this process and highlighted the main stages of evolution of the system of local government. It is proved that the need for changes in the structure and principles of functioning of public authorities and their conversion to the lo-cal authorities at all levels of administrative and territorial structure of the state territorial structure closer to a model government standards of the European Union. The main provisions and conclusions offered in this article can be used in the practice of legislative activity of the reformers of both central and local authorities, leaders of political parties and public associations in their efforts to develop and implement the reform strategy of the modern Ukrainian society.
