CONSTRUCTION INDUSTRY INVESTMENT DEVELOPMENT AS OBJECT STATE REGULATION

Abstract
In the article the process of investment development of the construction industry as an object of state regulation, the special attention given to the author of its nature and content. The proposals for the development of the construc-tion industry in the changing socio-economic conditions. It is noted that in the present socio-economic conditions of the construction industry must be supported not only free competition and competitive pricing, but also through the use of instruments of state influence. This government intervention in economic activities of participants of the in-vestment of the construction industry should be carried out only through indirect effects. For subjects of public ad-ministration must be maintained following set of functions, namely: first, protection of competitive pricing market mechanism where this mechanism operates properly; Second, the development of measures to improve the efficiency of such a mechanism, where its effectiveness is reduced, including through specific market monopolization; Thirdly, the formation mechanism of competitive pricing elements in areas where it did not arise independently. It should be noted that the investment the construction industry can be effectively implemented provided the ef-fective organization of people engaged in this process. This organization provides a comprehensive approach at all levels of the investment of the construction industry. However, the complexity of the investment of the construction industry finds its expression through: first, the expansion of the integrated use of mineral raw materials, associated products and waste products in order to maintain and improve the environmental situation; Second, a combination of expansion and consolidation of specific manufacturing processes and construction through the introduction of innova-tive technologies and modernization of production processes; thirdly, the development of internal communications system between local and regional actors the investment of the construction industry in the relevant areas of territorial industrial combinations.
