ON THE ADVISABILITY OF USING PRINCIPLESELINOR OSTROM FOR IMPROVING THE MANAGEMENT OF RESOURCES OF INTERFERRITORIAL SOCIETIES OF UKRAINE

Abstract
The article substantiates the expediency and the necessity of using the well-known principles of Elinor Ostrom for managing resources of innovative administrative formations that are created as a result of decentralization of the system of public management and administration, United Territorial Communities in particular. The article identifies the conditions for providing the territorial communities with the needed good governance for the use of its resource potential which is needed for the sustainability, growth and economic prosperity of the community and the majority of its members, which are based on the new rules of management of the use of joint resources under the conditions of general participation of the intellect of the whole community in the process of taking the necessary decisions. It is demonstrated that the intelligence of the residents of the united territorial community is the natural resource that has a dominant influence on the use of all the other components of wildlife and inanimate nature within the territory of the territorial community and causes positive, negative, reversible and irreversible, social and asocial changes. That is why intellectual activity of the members of the united territorial community the primary source and cause of all the actions and influences of human resources on the environment and the resources of the territorial community. The re-sults of the intellectual activity of the members of the united territorial community, management bodies of the com-munity and the key groups of interest in the community, the intellectual products are a consequence of the communi-tie’s joint rational activity. It has been established that one of the conditions of successful decentralization is imple-menting procedures and standards of modern public policy, new models, techniques and technologies and instruments of public administration into the work of United Territorial Communities. The new practices, instruments and tech-niques should be adopted from developed democratic countries on the basis of active social communications and in-volvement of communities in co-management. The necessity of formation and implementation and constant development of innovative technologies of organis-ing the partnership and cooperation between all the subjects that represent the interests of a local government, busi-ness, public, political and religious organizations has been proven in the article. A new management culture has to be created between the management and its subjects, establishment of transparent and harmonized relationships has to be carried out between different groups of influence with social, economic and ecological goals and interest through obligatory and constant involvement of the groups and members of the local communities in social communications. There is a need of formation of an integral intellect of the community, development of intellect-integrating and moti-vating technologies and instruments within the management of territorial communities by the chosen leaders and rep-resentatives of key influence groups of communities. The well-known principles of Elinor Ostrom have been modified for the use of joint intellectual resources of ter-ritorial communities of Ukraine with the orientation of those modified principles towards the improvement of pro-cesses and procedures of the use of intellect of local human resources of United Territorial Communities by their leaders and management bodies with the emphasis on the fact that the lack of experience of current leaders and man-agement bodies of the United Territorial Communities in good management of resources of intellect of intellectual human resources should be eliminated by developing of special training programs and mass implementation of train-ing of executives of management of United Territorial Communities and the provision of scientific and consulting conduct of their activity.
