VASILCHIKOV A. I. ON LOCAL GOVERNMENT

Abstract
In the middle of the XІХ century, changes in the Russian system of government gave rise to polemic on government relations with the organization of state power in the provinces and districts. And the role and place of government in the political system of the em-pire. One of the works which analyzes the European and Russian experience of coexistence of state and local government belongs to the prince, scholar, public figure, writer, publicist A. Vasilchikov. A. Vasilchikov, was a supporter of liberal views and thought that self-realization of the rights of the local community led to par-ticipation in the management of local economic affairs. His views on self-management represent an original and coherent theory, the essence of which is that the government is: a special form of self-organization of population of a certain territory (province, county) which participates in the local domestic economic management; a non-political nature, and where it does exist, it is formed of three simple and immediate actions: layout of taxes, costs (fees), and views of the local courts and punishment; can exist in the most centralized forms of government, and therefore be beneficial to the state, since it removes the worries and gives residents the right to solve those problems which might encumber the central administration by excessive costs.
