INTERNATIONAL SUPPORT FOR THE REFORM OF THE DECENTRALIZATION OF POWER

Abstract
The so-called reform of the decentralization of power was launched in Ukraine. This is the complicated reform in its substance and in part of its implementation, as it has to change radically the management system, which has been evolving for decades. The fact that it is necessary to find supporters of reform among the current level of managers at all levels, who lose power and authority because of this reform, especially complicates the situation. This article is devoted to a very important and topical issue of today – the reform process in Ukraine. The aim of this study is to prove that it is possible to accelerate the reform processes in Ukraine only with the international support. The author analyzed the legal framework for creating and functioning of the Council of Donors in Ukraine – the Coordination Council for the implementation of priority reforms and the realization of joint projects of international technical assis-tance. Based on the results of the study, it is proved that the process of reforms in Ukraine was launched precisely be-cause of international donor support. In particular, services for developing local development strategies are provided, objects of social and communal infrastructure are being restored, support of farms and small business is carried out, and Centers for the provision of administrative services are being open. The increased efficiency in the use of finan-cial and human resources, directed by international technical assistance projects to Ukraine in support of the imple-mentation of the decentralization of power and regional development reform, is the result of implementation.
