IMPLEMENTATION OF PUBLIC MANAGEMENT ON THE BASIS OF DECENTRALIZATION OF POWER: EXPERIENCE OF POST-SOCIALIST COUNTRIES

Abstract

The task of updating management system in Ukraine, which has urgently emerged in recent years, requires deep and comprehensive analysis of the experience of advanced foreign countries, especially post-Socialist, which have achieved significant results in the governmental sphere by reducing the bureaucratization of management personnel, introducing flexibility in decision-making process and ensuring feedback and transference of authorities to lower, which are closer to the consumer, levels of management to provide services, and extensive public involvement. The paper objective is to reveal the use of foreign experience in the implementation of public management on the basis of decentralization of power in post-Socialist countries, and the task is to outline main directions and methods of conducting decentralization in this context, taking into account modern Ukrainian conditions. The starting position of positive foreign experience of public management on the basis of decentralization of power is the understanding that the sovereign in the State should be people, and regional and local authorities, which are the closest to the citizens, must have the greatest responsibilities and rights regarding the issues of the communi-ties on the basis of the principle of subsidiarity. However, the implementation of these ideas in full has been made possible only in the XXth century with the emergence of the idea of subsidiarity, the essence of which is that legal and administrative functions of the State and local governments should be demarcated. The State can intervene into the affairs of the community only if it is unable to perform the functions of local government. In addition, the State must guarantee the right of territorial communities to solve local issues and protect civil liberties. The process of decentralization of power in developed foreign countries should not be seen as a tribute to a cer-tain time or an end in itself. In countries with market economies there have often new effective ideas for improving management been emerged in the business, i.e. competitive environment. In implementing decentralization, there are usually distinguished three levels – central, regional and local, which differ according to its nature and mechanism of public authorities. Each of these levels has its own, exclusive sphere of competences, to implement of which it is fixed by the relevant authorities. There are also introduced some effec-tive mechanisms and safeguards against unauthorized interference from other levels fixed by legal-regulatory acts of management sphere.
