Abstract
The emergence of International Criminal Courts through its Rome Statute of 1998 in 2002 has given rise to a spirit of accountability for the weaknesses in law enforcement within the international community. The establishment of the International Criminal Court (ICC) is a missing link in the chain after the creation of the International Court of Justice (ICJ), which has jurisdiction over issues involving states as its subjects.
