Import orders for implementation of the imperial Japanese navy (1863–1904)

Abstract

The proposed article examines the foreign policy aspects and factors of the internal development of the Japanese empire in the second half of the XIX – early XX centuries, which made the Japanese government pay enormous attention to the practical implementation of the provisions of the national maritime policy. The key role in the implementation of these provisions was fulfilled by the import order of warships in the leading Western European shipbuilding companies. The article analyzes the motivations of Japanese officials who have relied on foreign orders for the Japanese Navy Ministry. Considerable attention is paid to the analysis of financial marine programs. It should be noted the influence of the Japanese-British allied agreement concluded in 1902, which allowed ordering ships to British manufacturers on preferential terms. Attention is focused on the historical fact that the Japanese navy, which in the early twentieth century. Took sixth place among the world’s fleets, almost 90 percent consisted of imported ships.
