Improvement of Co-Operation of Public and Local Self-Government Authorities in Ukraine on the Basis of Experience of France

Abstract
Modern European experience of co - operation of local public government bodies is analysed on the example of of France. At 1972 here was the begun process of – creation of regions that were units for realization of planning of economic development of country. in 1982 Acts were passed in relation to decentralization. According to a new legislation the system of supervision was liquidated from the side of the state and replacement her control of legality of decisions; the inculcated self-government is at regional level. Regions that were exceptionally state units got status of competent territorial company next to communes and departments; activity of department advices was fully shown out from under control of corresponding prefects; within the framework of decentralization authority of communes is extended. To the traditionally executable by them functions (civil registration, municipal police, social services, maintenances of the state of roadnet, educational and cultural activity) plenary powers were added in the sphere of the municipal (in particular, earth) planning, and also co-operating with enterprise structures in relation to the grant of social services.
