IMPROVEMENT OF THE QUALITY OF THE REAL ESTATE REGISTRATION SYSTEM IN UKRAINE

Abstract
Taking into account the existence of clear criteria for evaluating the quality of real estate registration services, is necessary to use these opportunities to analyze and build in Ukraine a proper registration system of rights to real estate as well as their protection, in order to improve the investment attractiveness of Ukraine in the international arena. The issue of assessing the quality of land administration in Ukraine, according to the Doing Business ranking, was studied only by R. M. Kuryltsiv. The aim of the article is to analyze the relevant shortcomings of Ukraine in the field of real estate registration and quality of land administration, as well as suggest ways to eliminate them. The article examines the quality indicators of the Doing Business world ranking on the ease of registering property. The corresponding indicators of Ukraine are compared with other countries and it is determined what exactly needs to be done to ensure that the process of property registration in Ukraine is qualitative, in accordance with the international criteria for assessing the quality of the property registration services. Having analyzed the relevant criteria, we came to the conclusion that there are in fact no significant obstacles on the way of Ukraine to implement the quality of land administration that is available in the top 10 countries of the World Bank’s Doing Business ranking. The only thing that is needed for this is the political will of the authorities in the person of the President, the Verkhovna Rada and the Cabinet of Ministers.
