IMPROVING THE USE SYSTEM WATER TRANSPORT VEHICLES IN MODERN CONDITIONS

Abstract
The problem of improving the system of technical operation of water transport objects has become extremely high in the last two decades. The article analyzes the features of operation and repair system operation as a system of control of the technical condition. The peculiarities of reliability management of the equipment are analyzed, possible ways of standardization of reliability for its control in the process of exploitation. The analysis of foreign experience of application of the strategy of technical exploitation of objects as well as control of the level of reliability is carried out. The analysis of features of methodical maintenance of high level of exploitation of water transport facilities in modern conditions is carried out. Based on the results of the analysis, there was a discrepancy in practice between the fact that on the one hand for the fleet of Ukraine the exploitation of the technical condition outside the established service life is promising; and that on the other hand - the available information on technical condition and reliability, methods of its processing and analysis do not provide acceptance of sufficiently substantiated decisions on organization of operation in a technical condition. Also, the discrepancy in the theory was found between the fact that, on the one hand, the existing scientific and methodical apparatus for statistical assessment and control of reliability indicators is more in line with the conditions of development and production of equipment, on the other hand - exploitation of Ukrainian fleet vessels is characterized by the influence of various specific factors (variable intensity of operation for periods, randomness of the total value of the same type of products, etc.). Within the limits of the wide scientific and practical problem of ensuring safe and efficient operation of ships in technical condition, an actual scientific task has been identified regarding the improvement of the methodical provision of the technical condition of the facilities of water transport facilities according to the level of reliability under unstable conditions of observation.
