Inclusive Education and Child Disability in Pakistan

Abstract
The World Disability Report [WHO (2011)], estimates that about 15 percent of the world’s population lives with some form of disability. There are different forms of disability such as physical, mental, and multiple disabled (more than one disability). Collection of data on disabled children/persons in Pakistan has been a regular feature of population censuses. After a gap of 17 years (since 1982), the last census was held in 1998, new census is conducted in 2017 but data is not available. According to the population census 1998, 2.54 percent of the total population of Pakistan had a disability, 43.4 percent of whom were children. In Pakistan, children with special needs are hindered from accessing schools. In particular, it appears that children with disabilities comprise a socially excluded group. A majority of these children with special needs receive no education, are absent in school data sets, and are invisible in the national policy agenda. There is a lack of comprehensive data on the status of children with disabilities: This may be due to a lack of conceptual clarity and inconsistent definitions, issues of stigma in declaring one’s disability, lack of knowledge about one’s condition etc. In the absence of reliable data, it is very hard to gauge and understand the exact scale, nature and degree of the problem and in achieving the two major global goals: Education for All (EFA) and Sustainable Development Goals (SDGs). The issue of disability has remained neglected in Pakistan from all aspects. No serious attempt has been made by the State of Pakistan to conduct a comprehensive survey to assess the problems of disabled children.
