Increasing the effectiveness of the organization of government activities in government bodies

Abstract

The purpose of the article. Effective activity of public authorities in the proper organization of labor is a key factor in the strength of public authority, its authority and high dynamism. That is why the activity of civil servants today is at the epicenter of the attention of Ukrainian society. The purpose of the article is to determine the directions and instruments for reforming the structure, competence, responsibilities and processes of functioning and development of civil service institutions, improving conditions for exercising the powers of officials, improving the system of selection and development of human resources for the public administration. These problems are solved first of all by applying scientific organization of managerial work. The scientific novelty of the research is related to the further development of understanding what aspects of the organization of work affect the low level of productivity of civil servants and systematization of the main directions of its improvement. It is proposed to pay attention to the formation of an optimal system and structure of state bodies; optimization of the process of preparation, adoption and implementation of management decisions; improving the organizational planning process, working with information, personnel, improving the socio-psychological climate and cultural and ethical foundations of management; rationalization of office management; introduction of a new mechanism for improving the qualification of civil servants; improvement of the system of labor standardization and solving of other personnel issues. Conclusion. The main tool for improving the efficiency of the organization of management activity in state bodies remains the most rational and effective use of the civil service personnel, involvement, development and improvement of the staffing capacity of civil servants.
