Abstract
Studied component of decentralization in Ukraine, which determines the needs of local communities. The mechanisms indentyfikatsiyi basis of forming the local environment to integrate elements of decentralization. The influence of the local community, as a key element in creating a local basis for local government in Ukraine. Considered a key definition of functional separation obligations of local authorities and community impact. The model of interaction between communities and local government in Ukraine.
