Innovation-technological modernization: priorities and institutional preconditions of absolute

Abstract
Annotation. The purpose of the paper is to identify the institutional preconditions for deepening the processes of innovation and technological modernization in stagflation conditions. The article is devoted to the formation of strategic directions for deepening of innovation and technological modernization of certain sectors of the national economy in the framework of decentralization and deepening of regional economic integration. Methodology of research. The solution to the tasks set in the article is carried out with the help of the following general scientific and special research methods: analysis and synthesis, systematization and synthesis, a dialectical approach. Findings. Mechanisms of innovation and technological modernization in the framework of the formation of national and regional innovation and investment policy have been developed, which will allow to form the institutional constraints of effective state innovation policy. Practical value. The article substantiates that introduction of mechanisms of state regulation of innovation and investment activity will promote the revitalization of innovation and technological modernization processes in the context of deepening of integration processes and regional economic integration.
